What nobody tells you: the wording shifts by state, and on a permit test those differences decide which option gets marked correct. California tells you to hold your speed. The three different “correct” answers to the blowout question

Notice how far apart the ends sit. A Texas answer sheet rewards gentle braking as part of the procedure. A New Jersey answer sheet treats braking as the thing that gets you killed. Both count as official, both stand current. Study from a source written for the wrong state and you can give a genuinely safe answer and still lose the point.
Why California tells you to keep your speed
California stands as the outlier that catches people off guard. The California Driver Handbook tells drivers to grip the wheel with both hands and “maintain your vehicle speed if possible and safe” before gradually releasing the accelerator. It sounds reckless. It isn’t.
A blown tire acts like a brake clamped onto one corner of the car. The deflated carcass drags, the car starts pulling to one side, and the steering wheel goes heavy as you fight the yaw. Braking worsens it, since it shifts weight forward and unloads the rear axle right when the rear needs grip. Holding the throttle a beat keeps the car settled long enough to save control of the vehicle.
The tire industry echoes it. Michelin’s blowout guidance directs drivers to keep a foot on the accelerator briefly to hold momentum and steady the vehicle before easing off. So the company that builds the tire and the largest state DMV in the country both say hold your speed for a moment, while Florida, New Jersey and Pennsylvania say get off the gas now.
Here’s the part that matters for your test: the handbook wins. Your state wrote the question, drew the answer from its own manual, and doesn’t care what a tire engineer would do. Learn the physics because it may save your car one day, then answer with your state’s wording. Braking is where states disagree most
Steering stands settled: every handbook says hold the steering wheel straight ahead, no large or jerky inputs. The brake pedal marks the contested ground, and the disagreement isn’t sloppiness. It reflects a real trade-off between stopping sooner and staying pointed forward.
Florida runs the strictest version. Its Official Florida Driver License Handbook lays out five numbered steps: take your foot off the gas, do not use the brakes, concentrate on steering, slow down gradually, brake softly once the car is under control, then pull completely off the pavement. Florida also lists “What should you do during a tire blow-out?” among its official study questions, a direct signal the item shows up on the exam. New Jersey pushes stricter still. The New Jersey Driver Manual tells drivers to remove a foot from the gas pedal “but not use the brakes” and that the vehicle “should coast to a stop on its own” while pulling to a safe area. No conditional, no gentle exception. Pennsylvania’s emergency driving guidance spells the reasoning outright: braking after a blowout may cause you to skid and lose control.
Texas breaks the pattern. The Texas Driver Handbook lists three bullets for a flat tire or blowout: do not hit the brakes suddenly and hard, take your foot off the gas pedal and gently apply the brakes, steer straight ahead to a stop. Texas bans the panic stop, not the brake pedal.
On a multiple-choice question, the option that survives across all five states combines a firm grip, straight steering, and no sudden braking. When two options both look defensible, pick the one that avoids braking, unless you’re testing in Texas. What the federal crash data says actually happens
The reason handbooks fuss over your reaction snaps into focus once you see how these crashes unfold. NHTSA studied tire problems in the moments before a crash using National Motor Vehicle Crash Causation Survey data from 2005 to 2007, a sample of 5,470 crashes representing roughly 2.19 million nationally.
Five percent of vehicles in that sample carried a tire problem in the pre-crash phase. The revealing number: what kind of crash followed. According to NHTSA’s tire-related pre-crash analysis, 50 percent of tire-related crashes ran as single-vehicle crashes, against 31 percent for crashes where tire factors were not cited.
Sit with that. When a tire lets go, the car runs far more likely to leave the road on its own than to hit another vehicle. The tire failure rarely causes the damage. Losing control of a car that was still drivable does. That’s why handbooks spend their words on your hands and feet rather than on the tire.
Two further findings speak directly to anyone holding a permit. Of the SUVs that hit tire problems before a crash, 45 percent rolled over, against fewer than 25 percent of cars, pickups and vans. And vehicles ran significantly more likely to carry a tire problem when the driver lacked experience or was unfamiliar with the vehicle. The warning light that legally waits until you are 25 percent flat
Most blowouts aren’t bad luck. The common causes of a tire blowout run dull and preventable, and underinflation heads the list, because heat destroys a soft tire. The sidewall flexes further on every rotation, the rubber overheats, and the structure comes apart. Overloading drives the same result faster, and worn tread, potholes and aged rubber finish the job. Which means the honest answer to how you avoid tire blowouts points at regular tire maintenance rather than fast reflexes.
Drivers assume the dashboard light covers them. It doesn’t, and the reason sits written into federal law. Under FMVSS No. 138, section S4.2(a), a tire pressure monitoring system must illuminate the low pressure telltale no more than 20 minutes after pressure falls to 25 percent below the manufacturer’s recommended cold inflation pressure. That’s a trigger, not an early warning.

Now put that beside what the same agency found about risk. Roughly 10 percent of tires underinflated by more than 25 percent sat on vehicles that carried a tire problem before a crash, against 3.4 percent of correctly inflated tires. NHTSA’s summary lands direct: when tires run underinflated by 25 percent or more, they turn three times as likely to be cited as critical events in the pre-crash phase.
Read those two facts together and the system looks strange. The federal standard lets your warning lamp stay dark until the tire reaches the exact threshold where crash risk has already tripled. The light isn’t an early alert. It reports that you’re already in the danger band. That’s why handbooks tell you to check pressure with a gauge on cold tires, using the sticker inside the driver side door rather than the number molded into the sidewall, which marks a maximum, not a recommendation.
Tread matters as much. In the same data, about 26 percent of tires worn to between 0 and 2/32 of an inch sat on vehicles that carried a tire problem, against 8 percent of tires with 3/32 to 4/32 remaining. New Jersey sets its legal floor at 1/16 of an inch, about the edge of a penny.
The mistake that fails people on this question
Picture the classic Florida test trap: the candidate picks “brake firmly and pull over immediately” because that feels responsible and matches what adults do for every other roadside problem. Florida marks it wrong. Braking firmly stands as the one action its handbook rules out by name.
The second trap catches more people, and it comes from studying two emergencies together. A skid and a blowout look similar and call for opposite hands. In a skid you look and steer where you want the car to go, which can mean turning toward the direction the rear slides. In a blowout you hold the steering wheel straight and resist the car pulling to one side. A blowout answer copied from a tire maker’s blog reads as sound driving advice and would be scored wrong in Florida. Texas adds that a car with a flat tire or blowout can be driven slowly off the road, which matters when stopping in a live lane runs more dangerous.
